The wonderful intentions we claim to have for country is one thing. Developing the right attitude to see the great intentions through is everything. But, is that the case round here? Exactly! So even the dogs in the street know that "we need attitudinal change."
In other words, attitudes determine the fruition of an intention, otherwise it will remain as useless as it is: a handbrake on a canoe; certainly cannot prevent the waves from taking possession of the canoe. The road to hell is paved with good intentions, remember?
